Richard Hooper has published a diagnostic report on how fit for purpose copyright licensing is for the digital age.

Richard Hooper was appointed by Business Secretary Vince Cable in November 2011 to lead an independent feasibility study into a Digital Copyright Exchange, following recommendations made in the Hargreaves Review of intellectual property and growth.

This Digital Copyright Exchange report is the first stage of the feasibility study, with areas for improvement being expanded in phase two from April 1.
