A prison radio service is one that broadcasts within a prison via hardwire.
How much does a PPL licence cost?
As well as being able to play recorded music, the annual fees allow the licensee to copy up to 4000 recordings onto a database for use in the broadcast. Fees are due at the beginning of each calendar year and do not include VAT.

Both organisations license music but represent different rights holders.
